Thanks for the patch, but I'm sorry to tell you that it
doesn't have any influence at all on the problem shown in
http://teachmeperl.com/spugstats.jpg (in the image, right side
is from 1.10a and bad, left side is from 1.09 and good).

You can test for the bug using the MGP source for that image,
included below.  When you get it fixed, the presence of "%vgap
20" won't mess up the bullet item that follows.
